Reclaiming my time, the gentleman is correct that $200 million is a lot of money, but we have to preserve our investment in NATO. I would point out that the former Soviet Union is sending submarines into the Gulf of Mexico. The former Soviet Union, now Russia, is aggressively sending their strategic nuclear bombers pushing up against the outer limits of our airspace around Guam and around Alaska. {time} 1600 So the Russians are no longer overtly and openly Communist, but they are not necessarily our friends. They and the Communist Chinese are aggressively attacking the United States in the cyberworld. If a state of war could be declared in the cyberworld, a state of war already exists. The Communist Chinese have already attacked us and are at war with the United States over the Internet and over in Russia, as well. They are not our friends. And we, of course, are going to look for every opportunity to work together with them, but NATO is a vital part of America's strategic security. I urge defeat of the gentleman's amendment and yield back the balance of my time.
