We, as a Nation, are going to lose those jobs permanently. The infrastructure, the rigs themselves, particularly the semisubmersible floating rigs, are tremendously expensive to operate and maintain, and they are already leaving. Kevin, what did we learn? What did you hear about what's happening to these offshore rigs? Where are they going if we don't reverse this moratorium and stop it?”
