Thank you, Mr. Nadler, because the section we are dealing with is a prohibition against building a prison facility in the United States to house these people. So that is what the debate needs to be about. What you are attempting to strike is a prohibition against using our taxpayers' hard-earned dollars to build a prison to house these killers.
