Reclaiming my time, the way the amendment is written, the government can't just force all phone companies to build a back door into all telephones. You have got to have a court order on that specific phone, on that specific person, before you can do it. That is absolutely reasonable. That is what Mr. Madison and Mr. Jefferson intended for us to do. Therefore, I support the gentleman's amendment, and I yield back the balance of my time. The Acting CHAIR.
