“This language is in the bill because it has strong, bipartisan support. The American people do not want these terrorists, these criminals, captured either on battlefields overseas or who have sworn to kill innocent American men, women and children housed in American prisons. In the Second World War, Nazi soldiers--saboteurs--landed on Long Island and on the beaches of Florida carrying explosives with the intent of killing innocent Americans. Franklin Roosevelt, as President, when they were captured, they were held and tried in the military, and within 90 days they were executed. The prisoners at Guantanamo Bay, quite frankly, are being treated much more leniently than I think they should be, than most Americans think they should be. Mr. Chairman, I rise in strenuous opposition to the gentleman's amendment. I'd like to, if I could, yield the remainder of my initial time in opposition to my good friend, the chairman of the Commerce, Justice, Science Subcommittee, the gentleman from Virginia (Mr. Wolf).”
