This program is designed to ensure that academic institutions and industry can develop science and engineering capabilities that are outside of traditional research hubs. The partnerships support areas of strategic importance in such disciplines as aerospace and aerospace-related research. I do urge a ``no'' vote on the gentleman's amendment.
