the provisions in the underlying bill are the same as those contained in the 1986 act that was the subject of so much fraud. I suggest that while we are all entitled to our own opinion, we are not entitled to our own set of facts. The facts are that the same provisions in this underlying bill are in the 1986 act. We can do better, and we can make this work. We can avoid the 400,000 fraudulent applications that tarnished the concept behind the 1986 bill. I see the Senator from Alabama.
