Mr. President, I express my gratitude to the majority leader and to the chairman of the agriculture committee in the Senate, as well as to the two Senators from South Dakota, Mr. Thune and Mr. Rounds, for their cooperation and their commitment to address this issue. I particularly wish to join the chairman of the agriculture committee, Senator Roberts, in commending Mike Conaway, a good Texan, who is chairman of the House Agriculture Committee, whom I know cares very deeply about this issue. Texas is a huge agricultural State and 98 percent of our agricultural production is run by families and employs one out of every seven Texans. Texas ranchers and farmers are no strangers to the perils caused by drought and other weather-related events beyond their control. With the current regulatory environment and unforeseen perils they face, I understand the necessity and the viability of the crop insurance program to their livelihoods. So I wish to say that I too stand ready to support our colleagues, working together to find a solution to this important problem. I yield the floor.
