Mr. Kendall, do you agree that the Obama administration's policy of trying to reset bilateral relations with Russia was a major factor in the decision to award this June 1, 2011, no-bid contract to Rosoboronexport, a state-controlled firm that is essentially an arm of the Russian Government?
