Senator Cornyn. Secretary Westphal, in 2002, Red River Army Depot (RRAD) was designated by the Secretary of the Army as a Center for Industrial and Technical Excellence (CITE) for all Tactical Wheeled Vehicles (TWV), which include the High Mobility Multipurpose Wheeled Vehicle (HMMWV).
