The reason I say that, as shocking as it may sound, is, why in the world would they want to preempt their own State voting laws by passing a national law which would, under the supremacy clause of the U.S. Constitution, preempt their own State laws? Well, this power grab would give the Federal Government unprecedented power to make decisions about how elections are run in all 50 States.
