“I can't think of any amendment that would be more appropriate to accomplishing the stated goal of this particular legislation than the one I have pending now. This modification simply represents a consolidation of several amendments that are pending on the floor and have been pending for some time, but which have been refused an opportunity to have a full and fair debate followed by an up-or-down vote by the majority. We all know it has been more than 5 years since September 11. And, there remains some unfinished business that needs to be addressed by this legislation, and my amendment will do just that.”
