It comes in the same trust fund that is created on page 872 of the bill. Mr. McCAIN. There is a finite amount of money that is authorized. If the Senator takes money from one and adds money one place, it has to come from someplace else. That is simply first grade mathematics. I think it is incredible that the Senator should stand there and say: Yeah, we are adding these thousands of personnel, but there is no additional cost. That is not possible.
