This is called the State of the Union, and its tradition dates back to George Washington's time when he gave his first annual message in 1790. Tonight is an important speech. It gives the President a chance not only to look forward but to look back on the first year of his term in office. That first year was marked by a steady stream of impressive accomplishments working together with Congress. These successes are easily missed when the decibel level here in Washington remains so high.
