In testimony before this committee earlier this year, the Director of the Defense Intelligence Agency noted that Iran's Islamic Revolutionary Guard Corps-Qods Force is covertly providing money, weapons, safe haven, and training to Iraqi Shia militants and terrorists, stating that 'Tehran approves the rules of engagement that guide the targeting of U.S. forces in Iraq.'
