The following Senators are necessarily absent: the Senator from Tennessee (Mr. Corker), the Senator from Arizona (Mr. Flake), the Senator from Alabama (Mr. Sessions), and the Senator from Pennsylvania (Mr. Toomey). Further, if present and voting, the Senator from Pennsylvania (Mr. Toomey) would have voted ``nay.''

The only way it seems like you can get the administration’s attention on some of these funding issues is by using the leverage to withhold votes on nominees.
“The agreement says it can’t be changed, but except by, you know, the parties, so that would have to be in writing,” Cornyn said.
He’s putting the best spin on it he can, but I can read and so can you, and I think his interpretation is not necessarily the only one.
