“notwithstanding our occasional dustups and kerfuffles and disagreements that we have in the Senate--and that is not a bad thing--the Senate is supposed to be a place where differences of opinion and different points of view are debated, voted on, and played out here on the floor of the Senate in an attempt to achieve consensus on a bipartisan basis and make legislative progress for the American people.
