“I ask unanimous consent that the Senate proceed to the immediate consideration of Calendar No. 715, S. 1942. The PRESIDING OFFICER. The clerk will report the bill by title. The senior assistant legislative clerk read as follows: A bill (S. 1942) to direct the Attorney General to review, revise, and develop law enforcement and justice protocols appropriate to address missing and murdered Indians, and for other purposes. There being no objection, the Senate proceeded to consider the bill, which had been reported from the Committee on Indian Affairs, with an amendment to strike all after the enacting clause and insert in lieu thereof the following: SECTION 1. SHORT TITLE. This Act may be cited as ``Savanna's Act''. SEC. 2. FINDINGS AND PURPOSES. (a) Findings.--Congress finds the following: (1) On some reservations, Indian women are murdered at more than 10 times the national average. (2) American Indians and Alaska Natives are 2.5 times as likely to experience violent crimes--and at least 2 times more likely to experience rape or sexual assault crimes-- compared to all other races according to the National Congress of American Indians. (3) More than 4 in 5 American Indian and Alaska Native women, or 84.3 percent, have experienced violence in their lifetime according to the National Institute of Justice.…”
