I say to my friend that was the so-called CRomnibus. It was the continuing resolution omnibus bill that passed in November during the lameduck session and it included the same or very similar language. It was actually incorporated by reference into the Justice for Victims of Trafficking bill. It is the same language our Democratic friends voted for then, and now they are complaining about it being in this bill for no apparent reason.
