The following Senators are necessarily absent: the Senator from Georgia (Mr. Isakson) and the Senator from Nebraska (Mr. Sasse). Further, if present and voting, the Senator from Georgia (Mr. Isakson) would have voted ``yea'' and the Senator from Nebraska (Mr. Sasse) would have voted ``nay.''
