“Mr. President, I am glad I had a chance to come to the floor and listen to the distinguished ranking member on the Committee on the Budget and the senior Senator from California talk about this budget, but I feel like it is two ships passing in the night when I see this remarkable accomplishment under the leadership of Chairman Enzi on the Committee on the Budget and the entire Committee on the Budget.
