Americans have paid into Social Security with the expectation that the benefits they earned would provide the foundation for their retirement, and Congress has a responsibility to keep that promise.
“The agreement says it can’t be changed, but except by, you know, the parties, so that would have to be in writing,” Cornyn said.
The poll numbers that I'm seeing are not very encouraging. And I don't see things changing a lot between now and November.
