“I certainly respect their right to have an opinion and to express an opinion that this system of judicial confirmation is not broken. I disagree with them. Reasonable observers, outside of the bubble in this Chamber and perhaps inside the beltway, looking at this system will say: The system is broken and disagree with them. Indeed, to date, over 134 editorials in 94 newspapers have called for the confirmation of Miguel Estrada and Priscilla Owen and have called for an end to the filibuster. Indeed, the preponderance of the views is in favor of those who believe that the system is broken and sorely in need of reform. I pointed out the bipartisan letter of the 10 freshmen. I pointed out even Senator Schumer and others who have been here for quite a while believe the system is broken. So I think we need a fresh start.”
