“Madam President, I know we have not yet concluded the postal reform bill, but I come to the floor to speak on an amendment I intend to offer on the reauthorization of the Violence Against Women Act. At its core, this amendment would help end the nationwide rape kit backlog while improving law enforcement tools to crack down on violent criminals who target women and children for sexual assault.
