Reclaiming my time, I have the utmost respect for the gentleman from Michigan. But at that first conference with the Governors there was not any package on the table. We were talking concepts. There was no package on the table. It was just the concept. Mr. Speaker, I yield 1 minute to the gentleman from Georgia (Mr. Deal).
