I am convinced that, while they have problems in their antidrug efforts, President Zedillo and his Government are making a good-faith effort to be a good-faith partner with the United States in the war against drugs. If we go ahead today, report this rule, report the resolution and pass either the Gilman resolution that came out of committee or the Hastert substitute, what we are doing is an exercise in self-flagellation. Neither of those has true sanctions. One waives the sanctions, the other delays it for 90 days.
