I wish to propound a parliamentary inquiry. I would like to yield 10 minutes to my Democrat sponsor, Mr. Rush, to control in the general debate in the Committee of the Whole. Is that possible, or how might I do that? The CHAIRMAN. The Chairman of the Committee of the Whole may not entertain a request to change the scheme for control of general debate ordered by the House.
