Since August 1994 the State of Texas has, in fact, decided not to use the $65 million to build and operate the cancer treatment center. They want to use the money for other purposes. I think that the only honorable thing to do, since I was a supporter of the agreement, is for me to offer an amendment to rescind that money, if it is constitutional to do so. That is what this amendment does.
