I think it is pretty obvious to neutral observers that the facts do indicate that the FDA had authority that it refused or chose not to use in the situation that we are investigating.

Well, then the manufacturer doesn't have to give the coupon. If they don't give the coupon to the doctor, the doctor doesn't give it to the patient.
