Is it also not true that, if Mr. Simpson and Ms. Kaptur and their subcommittee and the full committee accepts this and works in good faith to actually implement it, that the subcommittee and the full committee can use these unobligated funds in whatever fashion they see best for programs within the jurisdiction of the Corps of Engineers?
