In that--that's a sworn affidavit and in that affidavit, at the end of the affidavit, she says that not only with regard to Texas, but I think with regard to any State, the EPA is not going to--to use a slang term--FIP a State program.
Barton references an affidavit stating the EPA won't take over state programs without approval.
