The gentleman is correct again. So here you have a State that is noted for its State regulatory protection regulations at the State level; and yet that State has one area, the Los Angeles basin, that has been in the worst category for nonattainment for two decades. I wish we had some of our friends from the great State of California on the floor, and they could correct me if I'm wrong, but that particular region has not exhibited any measurable increase in air quality, in spite of the most rigid regulations, and that State has exhibited the largest net out-migration of population to Texas. I don't think that is serendipity. It is because we have strong environmental protection in Texas. Our air quality is improving. The quality of life is improving; but because of our flexible approach, you still can create jobs in Texas, and there are lots of folks around the country who want to take part in that and become part of that.
