I rise in strong support of the gentleman's amendment. I think it is absolutely the right thing to do. It is pure common sense. As you know, these newer bulbs, while they may be more energy efficient, they are much more expensive. I have yet to see one that costs less than $3 or $4. The incandescent bulbs--when you can find them--you can get four for $2.50 or something like that. This is a commonsense approach to let the consumer choose. Certainly, for lower-income Americans that don't have the ability to buy the more expensive bulbs, it makes a lot of economic sense. I support the gentleman's amendment.
