“I know the gentleman thinks that is an excellent part of the bill, and it is an excellent part of the bill. Just as there are things that help his part of the country and his industry and his people, some of us think that some of the other parts of the bill that might have some impact on deep water drilling and keeping marginal wells and stripper wells in, we do not see those as efforts to help an industry so much as we see those as efforts to keep the working man working and to keep energy prices at stable levels. Mr. Speaker, I understand that there can be differences of opinion, and I want the gentleman to know that we are going to accept this motion to instruct and go to conference in a bipartisan way.”
