I have great sympathy for the gentleman from Virginia when he talks about a certain number of States with a small percent of the population thwarting the will of the majority. Texas and Colorado were not in the original 13 Colonies. Virginia was. It was one of the big States, but it lost on that issue. It was called the great compromise. The House was the representative of the people, the Senate representative of the States. I can be sympathetic with you, but we lost that fight 200 years ago.
