Mr. Speaker, I wanted to rise in opposition to the Nadler amendment and, in addition to that, enter into a colloquy with the gentleman from Michigan. Mr. Knollenberg, I have read the various "Dear Colleague" letters that have been distributed on the committee bill and listened carefully to the floor debate on this issue. Is it the committee's intention to limit EPA programs such as a climate challenge, the program for a new generation of vehicles, green lights, energy start and other programs that Congress has funded in the past? I raise this issue because these programs have increased energy efficiency over the range of U.S. energy in industrial sectors of our economy. It would not seem that it was the intent of the legislation to report language or limit these activities.
