What shocks me is that Mr. Chao, our witness, who is the Deputy Chief Information Officer and Deputy Director of the Office of Information and Services for Medicare and Medicaid, who has been identified numerous times as the chief person in charge of preparing this Web site at the CMS level, was not aware of this document.
