one of the problems with the work requirements in the supplemental nutrition program--and I am sure Mr. Takano knows this--is that States have been allowed to game the system and not effectively enforce those for able-bodied adults receiving services. In California, in fact, nobody is working who is on food stamps who is able to work. Nobody is working, so it is not fair to those people. It is not fair to rob them of the dignity of work. It is not fair in our fiduciary role to the taxpayer. Mr. Speaker, we are turning this ship around. We are cleaning the mess up here in Washington. We are putting incentives in place that will do well by everybody involved.
