Correct me if I'm wrong, but isn't that really a 1-percent reduction in the requested increase? And so, for example, the Democrats may have suggested that some account grow by 6.7 percent, and this amendment said no, let's let it grow at 5.7 percent instead. So what we are calling a reduction, was that not really a reduction in the requested increase? Because at the end of the day, the Federal budget was still going to grow.
