HUD resources have not been the challenge; HUD focus and success has been.

I am now very pleased to yield 1\1/2\ minutes to the gentleman from Pennsylvania (Mr. Rothfus), the author of two different provisions in S. 2155 to bring clarity to the complex capital rules and flexibility to our savings associations.

I think when decisions like this are made they probably should be made with the Legislative Branch of the Government because the issues are too significant for one human being on the planet.

I thank the gentlewoman for her very, very kind words. And, again, she will be very much missed from this institution, but I will treasure our service together. I will treasure our friendship forever as well, and I thank her for coming to…
