I still cannot believe that people don't understand what the word ``cut'' means. I took the opportunity to go look it up in my dictionary. I would urge my Democrat colleagues to do the same. They might find a reduction in amount. Only in Washington would somebody call an increase of 4.6 percent a cut. People all over America would love to have their salaries cut if it would only increase 4.6 percent. But let's go back to the term ``cut,'' because the only budgets that are being cut here today are the family budgets of hard-working Americans all across this land. It is their budgets that are being cut. The budgets like the Flores family in Garland, who says, ``I am a divorced mother with a child in college and a child in daycare.'' When you increase taxes, you are going to wipe out the hope of the first college graduate in the family. To my colleagues on the other side of the aisle, that is the budget they are cutting. They are cutting the Flores family budget. They are cutting their education program.
