again it is not how much money Washington spends that counts, it is how the money is spent. That is what counts. With that, I would be very happy to yield to the gentlewoman from North Carolina (Ms. Foxx), who has been very outspoken in her commitment to fiscal responsibility, a great conservative leader in the freshman class.
