Dodd-Frank is a license to unelected, unaccountable Federal bureaucrats to create discretionary results that they can change at their discretion. Even the rules that are ``finalized,'' which is kind of a Washington term, you still don't have something that is predictable, that you can count on, and so it has led to all of these abuses.
