Mr. Speaker, it is with great pride and a heavy heart that I yield to the next gentleman. I have a heavy heart because I fear this will be the last time I yield time to the gentleman from Texas (Mr. Neugebauer); but it is with great pride that, for 14 years, I have called him friend and colleague. He is retiring from this institution. He has been tireless in his service to our committee, his constituents, and this country. He has been a tireless advocate for the cause of freedom, free enterprise, and the lot of the common man and the common woman; and this will be a lesser institution upon his departure. I yield 2 minutes to the gentleman from Texas (Mr. Neugebauer), my friend.
