Mr. Chairman, 10 percent can be a lot of money. Last night my friend, the gentleman from Texas [Mr. Fields], raised a question about an effort in San Antonio to control the water supply for several counties by declaring a snail that no one has ever seen endangered and put it on the list and threatening the entire economy of south Texas. Others have attempted to shut down five or six military bases in south Texas by using some bug or spider to declare the endangered species list. Think of what 10 percent of buying a metropolitan area with a million people in it would mean to the U.S. Government. There are many other examples around the country. At this time I would like to yield to my friend, the gentleman from California [Mr. Pombo], to relate how 10 percent might affect the development of construction of a hospital, perhaps, because my understanding is that there are even flies on the endangered species list in California that are a big problem.
