The gentleman from Iowa has been a champion of the renewable energy program, and I think all of his constituents back home clearly understand that. I agree with the gentleman from Iowa, and I have appreciated his input on this subject as we have been putting this bill together. As we have discussed, this year has been a difficult one in terms of funding decisions we have had to make.
