I hereby find that the furnishing of defense articles and defense services to the Southern African Development Community will strengthen the security of the United States and promote world peace.

We are very pleased that Alan Lowe has been selected by the National Archives and Records Administration as the director of the George W. Bush Presidential Library and Museum.

We look forward to working with him and the National Archives to build a world-class Presidential library and museum that will be an important resource for scholars and the general public.

I applaud your Governor's response to that tragedy.
