George Bush actually said...

This is a decision that was made to improve the lives of El Salvadorans.

It's difficult to pass a bill that commits so much of the taxpayers' hard-earned money.

I congratulate the members of the Iraqi Council of Representatives for coming together to pass this significant legislation.

Fellow citizens, we must not let this happen.
