I disagree. Legislation should come from the legislative branch, not from the judiciary.

More than half of the arrests made as part of Operation Predator have been arrests of foreign national sex offenders.

I want the legislators legislating. I don't want the judges legislating.

Failure to include mass actions would create a significant loophole and would undermine the purpose of this legislation.
