The American economy has consistently proven its strength and resilience in the face of shocks such as natural disasters, high energy prices, and the terrorist attacks of September 11.

I hereby find that the furnishing of defense articles and defense services to the Southern African Development Community will strengthen the security of the United States and promote world peace.

This tax relief has been a key factor in promoting the economic growth and job creation of recent years, and it should be made permanent.

I applaud your Governor's response to that tragedy.
